What is counted as GMCA. Greater Manchester Fire and Rescue Service is legally part of the combined authority, so its contracts have always been counted here. Notices from Transport for Greater Manchester are counted too, because a supplier selling transport into Greater Manchester deals with TfGM, not with the authority directly. TfGM runs its own procurement. Greater Manchester Police is not included: the force buys separately from the mayoral commissioning function, which already sits inside the figures above.
